A quotation from Netscape's site

With regards to loading backgrounds, Netscape current position would seem to be illustrated by the following quotation from their web site:

Now there is one important thing about backgrounds that you should understand: the document will not begin layout at all until the background file has been completely downloaded. This means that the user will be staring at: nothing! So, what do you do? Keep your backgrounds very very small, so they load quickly.
